A comparison is Abingdon, Oxford, Oxon - Abingdon is not a suburb of Oxford, but Oxford’s the nearest large town. This is a thing that seems to be done in the UK, even though no-one would do this in Australia. Geelong would burn themselves to the ground before they addressed envelopes as “Geelong, Melbourne, Victoria”. The final York I’m assuming is the shorthand for Yorkshire, as Oxon is for Oxfordshire, and Bucks for Buckinghamshire.)
